Though the sun shone, the heat wave in early May did not repel the enthusiasm of the students to go into the hall of National People's Congress. This activity held in the school of law for many years, rave reviews, deeply popular with the students. At 12 o’clock on May 6th, as the organizers of this law school brand activity, members of Law School’s Organization Department was waiting at front door for the participants of this activity. On the way to the Government of Shanghai, head of Organization Department gave out the seating charts to every participant and illustrated some attention in the simulation of the meeting. After less than half an hour's drive, students arrived at Shanghai Municipal Government surrounded by the Shanghai Museum, Shanghai Grand Theatre, the Urban Planning Exhibition Hall and other famous landmarks.
After entering the government, the first part was visiting the government memorial. The process began with the introduction of the geography and history of Shanghai. Through various panels, students experienced the change of Shanghai in several hundred years, especially the development of modernization over the past century, and gradually started to learn the charm of Shanghai, this modern city in the world. Everyone took an active part in watching movie, imitating shanghainese and other activities. The combination of science and technology and culture also made a deep impression on the students.
After visiting the memorial hall, under the guidance of team leader, the students went to the committee conference room step by step. Exquisite magnolia denudata wall lamp, bright lights, the solemn atmosphere and high-end advanced facilities made the students who went into the National People's Congress for the first time feel surprised also greatly stimulated the students' curiosity to the National People's Congress hall. Excited and uneasy mood was not back to peace even after they arrived at the particular seat belonging to their own.
Then today's highlight started: simulating the legislation of National People's Congress. First, the event host gave a brief the opening introduction. Dr Wang Wensheng, the commissioner of Standing committee theory research office, began to explain about the meaning of the National People's Congress system. Starting from constitutional fundamental law, to the origin of the National People's Congress system, development, improvement, as well as the selection of the representatives the National People's Congress, comprehensive functions, such as Angle to introduce National People's Congress. All these things let the students learn more about the relevant content of the National People's Congress. He talked about the problem "what is politics",which is no clear conclusion for it for thousands of years. Then his words advanced to the "what is China's political" and finally from the nature, status and significance all three angles introduced China's fundamental political system, the people's congress system.
The students had a preliminary understanding upon the people's congress system through the clear and concise expressions of Dr. Wang Wensheng. Students understood the function of the municipal people's and dazzling excellent achievements in recent years more deeply by the means of playing the Shanghai municipal people's congress's promotional video. In the next part, Jiang Xiaojun, an outstanding engineer from the standing committee of the municipal people's information office stepped to the front of the curtain from behind the scenes and answered students' at present the most interested questions about the general situation of Shanghai municipal people's congress hall. And six aspects of the municipal advanced business automation system：reports, speech function, videoconferencing voting, webcast, information service and the automatic control were vividly introduced.
Till now, The students have learned National People's Congress system from many sides. Then the last part of this activity--reviewing the bill came. The suggested topics for review was "Shanghai patent protection ordinance, passed with fifty-eight votes in favor, one vote abstentions, and no negative vote in reality.
Then one of the student, Liu Ziniu, read issued advice and instructions of that bill, acting as the temporary director of the meeting, surrounding the four major aspects of the problem of "Shanghai patent protection ordinance: the problem of the post invention ‘s identity of the holder, the additions on the problem of patent management under special circumstances, the supplement of payment of patent owners, Questions about counterfeiting patent, . Then, the "people's congress" began to express their views. Some students rebuttal from the relationship between the higher-level law and lower-level law. Other students was making the arguments from the importance of the amendment of the patent law and also had their references. Students from different perspectives deeply experienced many contradictory situations and tough difficulties faced by hundreds of legislation workers. And this was also one of the significance and necessity of this activity. Only by learning to think comprehensively from the angles of each position and a large range of many department laws and regulations, could law school students more understand the importance of speculations.
After "representatives of people's congress" expressed their own opinions, we started the vote of the draft work. Finally, this work passed with thirty-five votes for the bill, twenty against and six abstentions. At this point, Professor Xu Jian walked onto the stage, talked to us about the simulation of the National People's Congress and made a brief evaluation. He explained what we could harvest from this activity from the cognition level, knowledge level and value level. And at the same time he also hoped that we could learn more in the simulation to the reality.
We didn't learn a lot about the content of the National People's Congress system in Chinese Constitution class, other than the content of the local people's congresses and their standing committees. but this time " Going into the National People's Congress" activity has greatly enhanced our understanding of the fundamental political system in China and consolidated various political and legal knowledge which we have already known about. Upon leave the conference hall, each individual harbored such a hypothesis at the bottom of their heart: if we were the municipal people's committee in truth, acting as the elected representatives of the people and sitting in this hall, how could we make enough preparations for our respective speech, whether we could really understand the patent system, and even whether we could undertake the important task of legislation in the near future. This is the effect that we want to achieve through this activity. Although each person does not bear a liability for their words in the venue, without sufficient knowledge reserves and the earnest research preparation process is absolutely not appropriate. We must promote the consciousness of individual citizens, democracy, rule of law and arm ourselves with knowledge.
