On the forum, specialists and scholars as well as leading cadres from practice sector discussed on the topics of “The Law-making of Free Trade Zone in Fujian and The Cross-strait Interaction”, “Free trading, International Standard and Opening-up” and “The Dispute Resolution, Reformation on Administrative and Comprehensive Supervision”.
Professor Zheng, the leading expert of the Cooperation and Innovation Center, assistant to the president of Shanghai University of Finance and Economics and the vice president of the graduate school delivered a speech about making the terms in the Pilot Free Trade Zone in Fujian, China.
Rule-making of the FTZ must be in accordance with the international high-level rules of investing and trading.
Professor Zheng pointed out that the construction of FTZ was processed by the opening-up of investment, trade and finance, including the transformation of government functions. Rule-making of the FTZ must be in accordance with the international rules of investing and trading which is of high level. “In order to promote reformation, FTZ is operated under these rules. It is opening-up that stimulates reformation.” said Professor Zheng.
Within the legal framework, Fujian should try bravely in FTZ development.
Professor Zheng held the opinion that Fujian could reform bravely under basic legal framework. “We can do everything which isn’t forbidden by laws. It means that we encourage innovation both from the public and corporations”. Besides, he also thought government should change their management methods to adapt the Negative List.
The state-owned enterprise is faced with fair competition in FTZ.
As far as Professor Zheng concerned, fair competition should be emphasized during the reformation of state-owned enterprises in FTZ. “FTZ is a ship which these corporations will borrow to go overseas and accord with the international rules of investing and trading. For example, whether it’s necessary for the government to protect China-made goods in government procurement?” In addition, it is important to give the government more transparency during the development of FTZ. “In fact, how to consider public opinion into regulations is another example”, said Professor Zheng.
