GuZhaomin, minister of communication department under Chinese Society of Law, gave aninstructivelecture on the topic of“comprehension of law diplomacy” to SHUFE Law students on June 6^th, 2014.Professor Zhen Shaohua, Dean of SHUFE Lawhosted the lecture.

Minister Gu pointed out that it was the Chinese Society of Law that first suggested the issue of law diplomacy. Firstly, Gu mentioned the character and status of Chinese Society of Law, which is primarily a nationwide organizationwith 37 provincial associations and more than 200000 members.The main duty is to promote the role of law and international cooperation.

Secondly, as to the external exchanges of law, Gu referred to several important theoretical thoughts such as “543” guiding ideology, “four words”diplomatic (cooperation, development, win-win and harmony), four principles of communication and three communication guidelines. Besides, from the point of view of strategic system, we can mainly consider the law diplomacy in four parts, which are global layout, regional orientation, top talent and system. Moreover, Gu talked about some diplomatic practice, including the regional legal forum, high-level meeting, big power exchange, international and regional organizations and meeting organization experience. He also gavethe example of China - ASEANLegal Forum.

Thirdly, Minster Gu focused on the basic theory of law diplomacy. In his point of view, the reasonsfor the emergence of law diplomacy include the comprehensive national strength, the rule of law, legal team, education of law, legal consciousness, legal system, etc. Then he mentioned the connotation and attribute of law diplomacy. Law diplomacy mainly refers to the law-involved external activities, which can also be called the relationship between diplomacy and law. It is essentially a kind of diplomacy of rules.

The forth part of the lecture involved the strategic significance of law diplomacy. Law diplomacy can conform to the global trend of law and the judgment of the future international system. It can also play an important role in lots of aspects such as the international legislation,judicature, law enforcement, legal research and communication activities.

The last part referred to promoting the law diplomacy, the general idea of which includesstrategic planning, theory construction,talent strategy, public opinion direction. Minister Gu called for everyone in the room should maintain the Chinese dream, the dream of rule of law, the concept of law diplomacy and contribute to the legal career. The speech ended in applause.
