On November 19, SHUFE Law invited Professor Ding Wei to give SHUFE Law students a public speech about Shanghai Free Trade Zone(SFTZ), a newly established trade zone for international trade and business which has never appeared in China before. When started the speech, Prof. Ding introduced the background of SFTZ in advance and described that as a creative and unique 28.78 square kilometers trade zone, we have no precedent to follow. One of the most important problems we faced is the construction of the law system there. The development of the newly established zone needs the safeguard and regulation of assorted laws. Prof. Ding mainly talked about four aspects of his own exploration and research of the legal guarantees.
Firstly, Prof. Ding mentioned to the audiences the special significance of the legal insurance. Since there are 98 pilot projects during the construction progress of SFTZ, our mayor had said that we needed the institutional innovation but not preferential policies. So every substantive innovation enquires the consistency with the law system. Secondly, Prof. Ding informed us the content of the China (Shanghai) Overall Program of Free Trade Test Area, which is the agenda of all works in the SFTZ. Thirdly, Prof. Ding talked about the legal authority of national level. The legal problems in the SFTZ are complex. We should handle the relationship between innovation and law well. Finally, Prof. Ding totally summarized the legal guarantees from Shanghai government.
From this meaningful speech, we all know that the sustainable development of the SFTZ cannot leave the safeguard of the law. Maybe we can obtain many inspirations from this speech so that we contribute our own efforts to the construction of the SFTZ in the future.
