Professor Hu Minjie, who comes from Nanjing University, delivered a lecture on the theme The Law and the Administration in Social Policies on November 6, 2013. Dr. Hu Ling, a lecturer from SHUFE Law School, hosted this lecture.


                


To begin with, Professor Hu introduced the particularity of formulating social policies by giving examples such as the existence of discretion when different provincial governments are drafting local welfare policies. She also pointed out that sometimes there is lack of legal consideration in this process because governments usually emphasize political effect instead of legal issues. In order to solve the problems, it is recommended to encourage coordination between public law and private law. Then, Professor Hu showed us the macroscopic legal frame of our administrative system. As for practicing efficient welfare policies, what we can do is to take distinct social groups’ demands into consideration, especially the interest of juveniles, the aged and peasant-workers. Professor Hu highlighted the significance of NGOs in community work, except for the efforts of governmental agencies.

 

At the end of the speech, students attending shared their own opinions and had a discussion with Professor Hu on the concerned topics. The lecture is highly appreciated by SHUFE law students and teachers.
