Li Lin, Director of Institute of Law, Chinese Academy of Social Sciences, addressed a capacity crowd in administration building on May. 19 at SHUFE Law in the forth Forum of Law. His lecture, hosted by Dean Professor Zheng Shaohua, was titled "Rule of Law in China: Present, Challenge and Prospect". Lots of graduates and professors of SHUFE Law attended the meeting.
 
Li Lin first talked about the construction of Chinese rule of law. He said that the achievement we had reached since the reform and opening up was encouraging, but some law scholars in China also thought that the construction was apparently going backward or at the crossroads. "An accomplished law scholar should focus on the problem in reality," he said, "We should study the problem in an eastern way but combat it in a western way." 
 
Then Li Lin strictly pointed out the weakness and challenge of the rule of law. "The corruption in government should be eliminated and the qualification of legislation needs to be improved." he stated. Our society was ruled under leadership instead of law and not ruling by law is a common phenomenon at the primary level.
 
Finally, Li Lin suggested four measures we should take in developing the rule of law in the future China. He stressed the significance of the rules of legislation which were science and democracy. "Law and anti-corruption should be bonded together along the way of constructing the rule of law." Li suggested, "maybe we can try to separate the three powers like America."
