On the evening of April 11, 2013, Liu Ping, deputy director of the Legislative Affairs Office of Shanghai Municipality and Director of Shanghai Administrative Legal System Institute, delivered an instructive lecture about legal thinking. Hosted by Professor Wang Shiru, the lecture attracted a lot of students of SHUFE Law.
 
 
Firstly, Liu Ping talked about nomocracy. He held an opinion that the rule of law is the basic way of governing, just as he said, "a city should be governed by law". Then, he explained this issue in eight aspects, which were the discrimination and structure of legal thinking, the thinking of legal value, legal principle and the balance of law, the reasoned thinking of law, the procedural justice and the economic thinking of law.
 
Liu explained that the law has definitely important effects. The law can bring freedom and justice, which is the fundamental issue of a society. The ideal condition of nomocracy is keeping the perfect balance of formal rationality and substantive rationality, which is a difficult question that should be thought much more deeply. What’s more, the balances between public power and private right, the "just" and "soft" of the administrative law enforcement are also issues of great importance.
 
Liu delivered his detailed interpretation of the issues of legal thinking with a lot of relative cases and theories during the lecture, which lasted two hours. In the end, Professor Wang Shiru spoke highly of the speech. She also reminded the audience of the three important issues that Liu had mentioned and advised the students to try applying the learning method introduced from the lecture. After the speech, the audience expressed their great appreciation to Liu Ping.
